Cha Ca (Vietnamese Fish Patties/Cake) Tilapia Fish Recipe
Ingredients
1 1/2 lbs. Tilapia Fillets
1/2 lb. Shrimp
1 tsp. White Pepper
1 tsp. minced Garlic
1 Tbsp. Tapioca Starch
2 Tbsp. chopped Shallots
1/3 cup chopped Green Onions
1 tsp. Salt
1 tsp. Sugar
Frying Oil

Peel and devein 1/2 lb. Shrimp.  Cut the Shrimp into smaller pieces, put into a bowl and set aside.
Cut 1 1/2 lbs. Tilapia Fillet into smaller pieces and set aside.
To marinate the Fish, put it in a large bowl.  Add in the Shrimp. Add 2 Tbsp. chopped Shallots.
Add 1 tsp. minced Garlic. Add 1 Tbsp. Tapioca Starch. Add 1 tsp. Salt. Add 1 tsp. White Pepper.
Add 1 tsp. Sugar. Mix well. Cover with plastic wrap. Put in the freezer for 5 minutes, long enough that it's cold, but not frozen.
After 5 minutes, remove from freezer.  Put into food processor. Wait for it to become a paste like texture.
Add in about 1/2 of the chopped Green Onions.  Mix well. Scoop it out of the food processor, fold in the rest of the chopped Green Onions.
Use clean hands to make the patties, remember to rub some oil onto your hands. 
Place the patties onto a plate.
In a large pan, add some frying oil. Once it starts to have tiny bubbles. Add in the patties, pan fry until golden. Remember to turn the patties to cook evenly.
Once it's golden, remove from frying oil.  Serve with soup, bread or rice.
